A hegemon is a political leader who is able to exert paramount influence but unable to dominate absolutely. The Japanese shoguns were excellent examples of hegemons because their powers were limited by their official function (subduing barbarians in the early periods) or by the feudal system which granted each local ruler extensive autonomy in most areas of government
